Explanation
(This amendment increases the Medicaid reimbursement for nursing facilities by recalculating the operating cost ceilings using 2002 provider cost report data. Current regulations require the use of 2001 cost report data as the base year for determining these cost ceilings. This change has the result of increasing nursing home cost ceiling and cost per day by about $1. The introduced budget provided an increase of $3 per day for nursing homes beginning in FY 2006, contingent upon passage of the Governor's tax proposal. In addition, language is added to increase reimbursement to recognize retroactively liability insurance costs of nursing facilities.)
