"Page 248, after line 17, insert:
"G.  The Department of Medical Assistance Services shall develop and implement a new Request for Proposals (RFP) for Medicaid non-emergency transportation services to be effective July 1, 2004.  In developing the RFP, the Department shall ensure that the fee paid to any such contractor is based on the reasonable cost of services provided and the contractor(s) ensures that payments to transportation providers are fair and equitable.  The Department may not offer or pay directly or indirectly any material inducement, bonus, or other financial incentive to a program contractor based on the denial or administrative delay of medically appropriate non-emergency transportation services.  The Request for Proposals shall also provide for the development of regional non-emergency transportation contracts to ensure transportation services meet the unique needs of Virginia's diverse transportation needs for Medicaid clients."
