"5. Out of the Financial Assistance for General Education, the Board of Education shall provide $3,000,000 the first year and $3,000,000 the second year from the general fund to Richmond City Schools for the purposes of funding a comprehensive alternative school for secondary students who exhibit behavior and academic problems such that they are not able to be served in the regular comprehensive secondary schools."


Explanation
(This amendment provides $3.0 million each year to Richmond City Schools to open a separate facility that will have its curriculum offerings focused toward addressing issues that deal with students who need comprehensive services in a nontraditional setting. The targeted group of students are those who are persistently disruptive, have been suspended out of school, and have assaulted other students.)
