It is the desire of the General Assembly that on average local school divisions continue to improve the average salary for classroom teachers by at least three percent per year, the actual average annual rate increase in recent years.".


Explanation
(This amendment restores $208.0 million the first year and $209.8 million the second year by reversing actions proposed in SB 30 as introduced, to deduct from the calculation of the SOQ cost base certain federal revenue, including Title I, and certain locally generated revenue. In addition, this amendment expresses the desire of the General Assembly that localities continue to improve teacher salaries, consistent with their practice in recent years.)
