Language Page 67, after line 14, insert:"Office of Agriculture and Forestry§ 1-34.1. Secretary of Commerce and TradeA. Pursuant to the provisions of House Bill 1212 of the 2004 Session of the General Assembly, there is hereby created the Secretary of Agriculture and Forestry. The maximum employment level of the Secretariat is two positions effective July 1, 2004. The Secretary shall be responsible to the Governor for the following agencies: Department of Agriculture and Consumer Services, Department of Forestry, Department of Mines, Minerals and Energy, Milk Commission, Tobacco Indemnification and Community Revitalization Commission, Virginia Agricultural Council, and Virginia Marine Products Board. Effective July 1, 2004, the appropriations and positions of the agencies listed in this section shall be transferred from the Commerce and Trade Secretariat to the Agriculture and Forestry Secretariat. The Governor, by executive order, may assign any state executive agency to the Secretary or reassign any agency to another Secretary. The Director, Department of Planning and Budget, shall include implementation of the actions set forth in this item in the Budget Bill submitted to the 2005 Session of the General Assembly.
