"D.  Out of the amounts provided for Election Operations, $200,000 the first year from the general fund is provided for the costs of newspaper advertising and the printing of brochures and polling place posters for a referendum, as required by §§ 30-19.9 and 30-19.10, Code of Virginia, to consider a constitutional amendment for the restoration of the civil rights of nonviolent felons."


Explanation
(This amendment provides additional general fund support to the State Board of Elections to cover the costs of newspaper advertising, the printing of brochures, and development of polling place posters necessitated by the referendum required for the implementation of a constitutional amendment. The constitutional amendment to be supported by these general dollars provides for the restoration of the civil rights of nonviolent felons, subject to certain conditions prescribed by law.)
