"Out of this appropriation, $100,000 the first year and $100,000 the second year from the general fund are to be deposited to the Thermal Imaging Camera Grant Fund established pursuant to § 9.1-205, Code of Virginia.  Funds shall be distributed based on criteria established by the Virginia Department of Fire Programs using the results of the January 2004 Virginia Fire Service Needs Assessment report."
