(This amendment provides additional general fund dollars to the Department of Environmental Quality to continue the agency's monitoring of water and sediment quality in the Elizabeth River. This effort, which has been ongoing since 1997, is critical to providing the data necessary to guide efforts to improve the river's water quality. Due to budget constraints, this program was reduced in fiscal year 2004. The amendment reinstates funding at pre-fiscal year 2004 levels.)
