Explanation
(This amendment provides general fund support to the Great Falls Citizens Association for the construction of pedestrian and bicycle trails along Georgetown Pike and Walker Road in Fairfax County. The construction of these trails was included as part of the safety recommendations issued by the Traffic Calming Study Group in Senate Document 44 (2002). The Great Falls Citizens Association received a $500,000 Federal Enhancement Grant to finance a portion of these trails' construction, but due to policy changes implemented by the Commonwealth Transportation Board, has been unable to provide a proper match for the grant funds despite the receipt of $500,000 in State Primary Road funding. The Commonwealth Transportation Board has stated these funds cannot be used as match for the Federal Enhancement Grant because VDOT would then be using money for non-road construction projects.)
