Page 297, after line 25, insert:
"B.  Pursuant to passage of House Bill 1418, 2004 Session of the General Assembly, the State Comptroller shall deposit to the Water Quality Improvement Fund established by § 10.1-2128, Code of Virginia, all revenue collected from the imposition of water quality improvement fees on owners of real property assessed by localities at a value in excess of $60,000.  Seventy-five percent of the revenues collected from these water quality improvement fees and deposited to the Water Quality Improvement Fund will be allocated to point source pollution control, and 25 percent of these water quality improvement fees will be allocated to nonpoint source pollution funding."


Explanation
(This amendment provides authorization for the State Comptroller to deposit any revenues derived from water quality improvement fees proposed in House Bill 1418 to the Water Quality Improvement Fund. House Bill 1418 establishes water quality improvement fees equal to $1 per month that would be assessed by localities against owners of improvement real property valued in excess of $60,000. An additional charge of $1 per month would be assessed against any such owner whose property was connected to a publicly owned treatment work. The revenue collected from these fees would be used to fund point source and nonpoint source pollution prevention.)
