Explanation
(This amendment restores funding to the Department of Blind and Visually Impaired to provide a grant to the Washington Metropolitan Ear reading services for toll-free access to reading materials such as newspapers and magazines for the blind and visually impaired. Funding was eliminated in fiscal year 2004 due to budget reductions.)
