Page 283, strike lines 8 through 15 and insert:
"D.  As a condition of this appropriation, $9,200,000 the first year and $9,200,000 the second year from the federal Temporary Assistance for Needy Families (TANF) block grant shall be used by the Department of Social Services to provide recipients of TANF cash assistance a monthly TANF supplement in an amount equal to the current child support collected by the Division of Child Support Enforcement."


Explanation
(This amendment restores full funding of the federal Temporary Assistance for Needy Families (TANF) child support supplement in the 2004-06 biennium. The introduced budget did not set aside the full amount necessary to provide low-income families with a supplemental TANF payment equal to the amount of past due child support collected on their behalf. The introduced budget caps funding for this supplemental TANF payment at $3.9 million per year, reducing these payments by about 58 percent. The supplemental payments are fully funded in fiscal year 2004.)
