"BBB.  Effective July 1, 2004, the Department of Medical Assistance Services shall amend the State Plan for Medical Assistance to increase the income eligibility for aged and disabled individuals, as described in § 1902(m) of the Social Security Act (42 USC § 1396a(m)), from 80 percent to 85 percent of the federal poverty income level."

Explanation
(This amendmentraises the income eligibility criteria for aged and disabled individuals receiving Medicaid services from 80 percent to 85 percent of the federal poverty level, as permitted under federal law. This will enable approximately 3,000 consumers with mental illness and/or mental retardation have access to Medicaid coverage for behavioral and primary health care, thereby reducing the costs to hospital emergency rooms, state mental health and mental retardation facilities, homeless shelters, and jails.)
