"BBB.  The Department of Medical Assistance Services shall amend the State Plan for Medical Assistance Services to provide coverage of substance abuse services for children and adults including emergency services; evaluation and assessment; outpatient services, including intensive outpatient services; targeted case management; and day treatment.  The State Plan changes shall be effective January 1, 2005."


Explanation
(This amendment adds substance abuse services to the benefits provided through the Medicaid program. Implementation of these benefits has been repeatedly delayed. Data indicate that for every dollar spent on substance abuse treatment, $7 in savings are realized. Language would make these benefits available to Medicaid recipients beginning January 1, 2005.)
