Page 264, after line 47, insert:
"BBB.  The Department of Medical Assistance Services is directed to work with waiver providers and advocates to evaluate the current rate structure of the mental retardation home- and community-based waiver.  Such evaluation shall consider the adequacy of current rates to current costs of providing such services, the effect of the current rates on the availability of community-based services as compared to institutional services, whether individuals unnecessarily receive institutional care because of the lack of community-based providers, whether adjustments in the rates are warranted, and the estimated costs of any rate changes.  The Department of Medical Assistance Services shall report to the Chairmen of the House Appropriations and Senate Finance Committees and the Secretary of Health and Human Resources by October 1, 2004, on its review and assessment, including specific recommendations for a new rate methodology in order to expand the availability of community-based providers in Virginia."
