"C.  Out of the amounts for Insurance Services, there shall be paid for the relief of Calvin Meadows from the general fund, upon the execution of a release of all claims he may have against the Commonwealth or any agency, instrumentality, officer, employee, or political subdivision, the sum of $900,000, to be paid on or before August 1, 2004, by check issued by the State Treasurer on warrant of the Comptroller."

Explanation
(This amendment provides relief to Calvin Meadows for the business losses he experienced during the completion of repairs to a bridge connecting Colonial Heights and the City of Petersburg. The construction site established for these bridge repairs blocked the entrance to Calvin Meadows' business.)
