"D.  Contingent upon the passage of House Bill 174, 2004 Session of the General Assembly, sums estimated at $56,185,970 the first year and $59,905,870 the second year are to be distributed to localities from the amounts appropriated for Distribution of Recordation Tax to Localities.  The amounts to be distributed to these localities are to be based upon the percentage of total recordation taxes collected by those localities and are to be used for land preservation in those localities."


Explanation
(This amendment provides for the allocation of a portion of state recordation taxes to localities for open space preservation. The amendment incorporates the fiscal impact associated with House Bill 174, which would require that 50 percent of the state recordation taxes collected in excess of $80.0 million be distributed each year to cities and counties based upon the percentage of total recordation taxes collected in those cities and counties. The amounts distributed to these cities and counties would then be required to be used for land preservation.)
