Page 192, after line 45, insert:
"B. It is the intent of the General Assembly to transfer the responsibility for the maintenance and operation of the Library of Virginia Building from the Department of General Services to the Library of Virginia and to transfer direct control of $618,800, a portion of the rent appropriation, for this purpose for both years of the biennium.  The Library of Virginia shall assume full responsibility for procurement and administration of all contracts and services necessary to maintain and operate the Library building.  The Department of General Services shall retain ownership of the Library of Virginia building and shall continue responsibility for the cost of utilities, payment in-lieu of taxes, property insurance and unforeseen emergency repairs costing $10,000 or more for a single failure, accident or repair."
