Explanation
(This amendment would provide an additional $430,119,115 in the biennium for creating a new education initiative entitled 'Aiding Students to Achieve Program' (ASAP) that targets improving the educational successes of at-risk students. Localities would receive $1,000 per student who is at-risk of failing to pass the SOL tests or earn a graduation diploma on time.)
