This appropriation includes $351,700,000 the first year and $521,500,000 second year from the general fund to fully fund the recommendations of the Joint Legislative Audit and Review Commission's report Review of Elementary and Secondard School Funding, which include the categories related to but not exclusively limited to (a) teacher pay, (b) operating funds for staff development, (c) assistant principals, (d) remediation, (e) class size, (f) alternative education, (g) secondary school issues, (h) elementary issues, (i) school safety, (j) students with limited English proficiency, (k) technology, (l) capital needs, and (m) local composite index. "
