Explanation
(This amendment provides funding for teacher salary improvement with the goal of achieving the national average for teacher salaries. The estimated national average for teacher salaries for 2003-2004 of $47,446 replaces the state funded prevailing salary levels for elementary teachers of $37,354 and secondary teachers of $39,641 for the 2004-2006 biennium. According to the Department of Education's annual Teacher Salary Survey Results report, the average salary in Virginia for 2002-2003 is $42,778 while the national average is $45,930, a difference of $3,152.)
