Out of the Financial Assistance for General Education, the Board of Education shall provide $3,000,000 the first year and $3,000,000 the second year to the Richmond City Public School Division for the purposes of funding a comprehensive alternative school for secondary students who exhibit behavior and academic problems such that they are not able to be served in the regular comprehensive secondary schools."


Explanation
(This amendment will provide direct financial assistance to Richmond City School (RPS) Division to expand its academic environment. The supplemental funds will enable RPS to open a separate facility that will have its curriculum offerings focused toward addressing issues that deal with students who need comprehensive services in a nontraditional setting. The targeted group of students are those who are persistently disruptive, have been suspended out of school, and have assaulted other students. Funding for this initiative will result in improved academic achievement, improved scores on state-mandated skill tests, and improvement in areas such as graduation and promotion, student attendance, dropout reduction, and overall student behavior.)
