"The location of the program for sexually violent predators shall be a secure location not in proximity to children's programs and the decision on location and design of any such program shall be made in consultation with the Chairmen of the Senate Finance and Rehabilitation and Social Services Committees and the House Appropriations and Health, Welfare and Institutions Committees."
