Language Page 541, after line 24, insert:"C-122.40 The General Assembly herewith authorizes Virginia State University to transfer unexpended capital outlay appropriation from the projects enumerated in Items C-119 through C-122.30 and any other unexpended appropriations for capital projects of the university for the sole purpose of addressing the unfunded capital needs identified in its Institutional Performance Agreement as submitted on October 6, 2000. Such transfers shall otherwise be made in accordance with §4-4.01m of this act."
Explanation(This amendment provides language that permits Virginia State University to use unexpended appropriations from capital outlay projects to address capital needs identified in its Institutional Performance Agreement.)
