Page 85, after line 36, insert:
"D.  Financial assistance for these programs and activities shall not be unalloted  nor be reduced to a service level below the appropriation included in Chapter 1073 of the
2000 Acts of the Assembly
:
1.  Promotion of agricultural products and services;
2.  Assistance with value assessments for agriculture and horticulture;
3.  Protection of consumers through the Agricultural Stewardship Act;
4.  Marketing of Virginia-grown commodities and livestock;
5. Ensuring the safety and quality of crops and livestock through grading and inspections;
6.  Facilitating safe and efficient use of seeds, fertilizers, and pesticides through training, testing, and inspection;
7.  Monitoring the progress of Virginia agriculture and horticulture through the Virginia Agriculture Statistics Service;
8. Promotion of the proper care, disease eradication, and quality breeding of Virginia livestock; and
9.  Protecting Virginia farmland.


Explanation
(This amendment prohibits the unallotment of funds and reduction of service levels set by the 2000 Session. A companion amendment restores the reductions ($623,863 the first year and $1,588,470 the second year) proposed in the introduced budget bill.)
