"B.  Neither the Department nor the Commonwealth Transportation Board shall renew or extend the Comprehensive Agreement for Interstate Highway Asset Management Services (the Agreement) it entered into with VMS, Inc. in December 1996, nor shall it enter into any new contract providing interstate highway asset management services for any portion of Virginia's interstate highway system unless such renewal or new contract:  (1) has been procured by the Department using "competitive sealed bidding," as that term is defined in §11-37 of the Code of Virginia, and (2) is awarded in lane mile segments which encourage maximum participation and competition by pre-qualified contractors."

Explanation
(This amendment limits the conditions under which the Department of Transportation and Commonwealth Transportation Board shall enter into interstate highway asset management services.)
