Page 461, after line 47, insert:
"When the Department of Transportation expands its utilization of asset management, savings generated from its use shall be used to fund  all maintenance activities on the toll facilities in the Commonwealth that are part of the state highway system.  The savings generated at the toll facilities by such an action shall be used to service and reduce outstanding debt on the facilities."

Explanation
(This amendment redirects savings from the utilization of asset management to the toll facilities so that the outstanding debt on the facilities can be removed faster.)
