Page 396, following line 4, insert:
"C.  The Secretary of Public Safety shall prepare a master plan for state-responsible prisoners for the five years FY 2002 through FY 2007.  This plan shall provide for reductions in overcrowding measured as a  percentage of prisoners projected to be held in each prison compared to the number for which it was designed.  Copies of the plan shall be provided to the Chairmen of the Senate Finance and House Appropriations Committees by December 20, 2001.  Such plans shall be prepared and submitted as of the same date annually in the subsequent years.
The plan shall consider both the transfer of prisoners to less crowded prisons and also the increased assignment of prisoners to less costly and highly effective community-based facilities which advance the legislated goals designed to lessen the recurrence of criminal conduct after imprisonment.  Plans for community-based facilities will provide for increased emphasis on programs for successful transition out of prison for both low-risk and high-risk prisoners.
The plan shall reflect consideration of prison design capacity, operational capacity, and space in alternative community facilities.  These alternative facilities shall include those with jail contract beds, available work release facilities, other available community corrections space, and additional community-based facilities needed but unfunded through FY 2004."

(This amendment requires the Department of Corrections to prepare a five-year plan to reduce double-bunking in state correctional facilities.)
