Page 320, after line 4, insert:
"XX.1. Community services boards shall serve as the single point of entry into the publicly funded system of community-based mental health and substance abuse services for consumers who are at significant risk for publicly funded inpatient care or are in need of multiple services.  To implement the single point of entry role, community services boards shall serve as both care coordinators and case managers for all publicly funded community mental health rehabilitative services under the State Plan for Medical Assistance Option.  Community services boards may contract for case management as currently permitted in the Code of Virginia.  Community services boards shall also continue to remain as a direct service choice for consumers and families.
2. The Department of Medical Assistance Services and the Department of Mental Health, Mental Retardation, and Substance Abuse Services shall ensure that all policy initiatives impacting the community system of care includes the active participation of Community Services Boards and local governments."


Explanation
(This amendment adds language which continues the current role of community services boards in coordinating care, managing cases, and providing direct mental health rehabilitative services under the Medicaid State Plan Option and in the provision of publicly funded substance abuse services.)
