(This amendment is one of seven budget amendments being introduced on behalf of the Joint Commission on Health Care (JCHC) as part of its plan to eliminate the Certificate of Public Need (COPN) program. The JCHC's COPN deregulation plan is outlined in House Bill 2155 and Senate Bill 1084. As provided in the plan, this budget amendment requests $952,764 in the second year to begin eliminating the use of faculty-earned clinical revenues to support the core cost of undergraduate medical education at Eastern Virginia Medical School.)
