"21.  School Resource Officers
a.  An additional payment of $24,000,000 the second year from the general fund shall be disbursed by the Department of Education to local school divisions as incentive payments for the provision of School Resource Officers in middle and high schools.
b.  These incentive payments shall be based on the state share of the cost of providing a ratio of 1 School Resource Officer per 750 students in average daily membership in middle schools, at a minimum of 1 per middle school, and 1 School Resource Officer per 500 students in average daily membership in high schools, at a minimum of 1 per high school.
c.  These incentive payments are available to any school division that certifies that the calculated number of School Resource Officers have been employed.
d.  Local school divisions shall provide a local match based on the composite index of local ability-to-pay."
