Explanation
(This amendment eliminates the exclusion of children served in Title 1 preschool programs from the calculation of unserved four-year-olds for state funding purposes. In addition, the amendment provides additional local discretion in the provision of services in the programs and length of the programs. Finally, the amendment allows five-year-olds whose birthdays do not fall prior to the September 30th cut-off for kindergarten attendance eligibility to be served in these programs.)
