"4.  Notwithstanding these guidelines, 25 percent of all available amounts appropriated for the Cooperative Advertising Grant Program shall be awarded to new visitor attractions or destinations that have been in operation for three years or less.  The remaining 75 percent of all available amounts appropriated for the Cooperative Advertising Grant Program shall be awarded to applicants that have a demonstrated "return on investment" of no less than 5 to 1.  In addition, preference in the awarding of grants shall be given to those visitor attractions or destinations that have formed regional partnerships consisting of at least three distinctive principals.".


Explanation
(This amendment recognizes that guidelines used by the Virginia Tourism Authority for the Cooperative Advertising Grant Program in fiscal year 2001 are interim. VTA shall submit the program's guidelines as an executive budget amendment to the General Assembly for the legislature's review and approval in the 2002 Session. In addition, the Authority is to set aside 25 percent of the cooperative advertising funds to new tourism attractions or destinations. The remaining funds are to be made available to applicants that have demonstrated a return of investment of no less than 5 to 1. Funding preference is to be made for regional partnerships comprised of at least three distinct principal attractions or destinations.)
