“U.  The provisions of Section 2.1-548.60, Code of Virginia, regarding marketing and promotion of attractions solely within the territorial limits of the Commonwealth, shall not constrain the Virginia Tourism Authority from utilizing amounts included in this item for the Cooperative Tourism Advertising Fund program to promote aviation sites and attractions within the Commonwealth as part of an integrated effort intended to leverage tourism associated with the 2003 centennial of the Wright Brothers' first flight and the opening of the National Air and Space Center Annex.”

(This amendment allows the Virginia Tourism Authority to utilize Cooperative Advertising program funds to promote a network of Virginia’s aviation related sites and attractions, without limiting collaboration in this program due to participation of the Wright Brothers National Memorial or the National Air and Space Center in Washington and Dulles. Under current practice, eligibility for such funds is limited exclusively to sites within the state’s borders, without regard for the leverage visitation to the nearby out-of-state sites could provide for Virginia attractions.)
