Page 91, after line 25, insert:
"G. To determine Workforce Services Program eligibility, the General Assembly encourages the Department to take into consideration if the employer applicant is located in a jurisdiction with either high unemployment or a low-median income.  If this criterion is met, then the threshold for assistance should be reduced from 25 new jobs and a $1,000,000 capital investment to 5 or more new jobs or a minimum of $1,000,000 of investment.".


Explanation
(This amendment is based on a recommendation of the Rural Prosperity Commission. The intent is to make rural areas of the state more economically attractive to new or expanding businesses.)
