Page 85, after line 36, insert:
"D.  It is the intent of the General Assembly that the Department allocate its resources, to the greatest extent possible, to these highest priority programs and activities:
1.  Promotion of agricultural products and services;
2.  Assistance with value assessments for agriculture and horticulture;
3.  Protection of consumers through the Agricultural Stewardship Act;
4.  Marketing of Virginia-grown commodities and livestock;
5. Ensuring the safety and quality of crops and livestock through grading and inspections;
6. Facilitating safe and efficient use of seeds, fertilizers, and pesticides through training, testing, and inspection;
7. Monitoring the progress of Virginia agriculture and horticulture through the Virginia Agriculture Statistics Service;
8. Promotion of the proper care, disease eradication, and quality breeding of Virginia livestock; and
9.  Protecting Virginia farmland."


Explanation
(This amendment sets out the Department's highest priority programs and activities. A companion amendment restores reductions ($600,000 the first year and $1.1 million the second year) proposed in the introduced budget bill.)
