A. Notwithstanding any other provision of this act, no further funds shall be expended for the development of new modules for the Integrated Human Resource Information System (IHRIS). No further funds provided pursuant to the treasury loan (Item 338, paragraph 1 of Chapter 853, Acts of Assembly of 1995) provided for the development of the IHRIS shall be drawn down or expended for the development of new IHRIS modules until the Auditor of Public Accounts and the Joint Legislative Audit and Review Commission complete an assessment of the current human resources and payroll technical business environments, including an examination of all IHRIS development efforts to date and an assessment of planned deliverables. Specifically, the Auditor's report shall address the extent to which:
1) Current and planned development provide for the cost effective integrated relationship with the state's central payroll and leave system;
2) Current and planned development successfully provide for a modernized personnel data system;
3) Current and planned development allow agencies to access and query personnel data with increased privacy and control;
4) Current and planned development effectively support the implementation of the recommendations of the Commission on the Reform of the Classified Compensation Plan; and
5) Future funding should be made available for development of IHRIS.
The Auditor of Public Accounts and the Joint Legislative Audit and Review Commission shall present their findings to the Governor and Chairmen of the House Appropriations and Senate Finance Committees no later than August 1, 2000.
B. If the Governor approves of the findings in the report required by this section, he may approve release of funds provided for in this Item for the continued development of IHRIS consistent with the findings of such report. The Governor shall notify the Chairmen of the House Appropriations and Senate Finance Committees at least 10 days prior to approval of such report. If the Governor shall disapprove of the findings, he shall recommend a plan for future development of IHRIS to the 2001 Session of the General Assembly.
