Page 65, following line 49 insert:
"C.  The Department of General Services shall enter into negotiations with the Virginia Retirement System for the completion of the building at Ninth and Franklin Streets in Richmond.  The Department of General Services shall present a plan for the utilization of space in this building by agencies of state government, including, but not limited to, the Division of Capitol Police. This plan shall be presented to the Governor and the Chairmen of the Senate Finance Committee and the House Appropriations Committee no later than October 1, 2001."
