Page 461, after line 37, insert:
"P.  Out of the amounts for access roads and other construction, $9,051,720 shall be equally divided between the nine construction districts and used for road safety repairs and/or improvements, with particular attention given to roads used as the school travel path for students between the ages of 15 and 17.  The Department of Transportation shall report in May 2002 to the General Assembly on where the funds were spent and what road safety repairs and/or improvements were made.  The funds dedicated to this purpose are those set aside by the Commonwealth Transportation Board in the FY 2001 financial plan in the second year for Open Container and the required 20 percent state matching funds."


Explanation
(This amendment dedicates more than $1 million in each highway construction district to road safety repairs/improvements, with particular attention given to roads used as the travel path for students between the ages of 15 and 17. For example, the counties of Chesterfield and Fairfax Counties have had the highest number of deaths from automobile crashes involving students in the last two years, with 16 other localities having 3 or more such deaths. The funds to be used are those set aside to comply with the federal open container law and the required 20 percent state matching funds. SB 1409 provided increased state funding to the construction fund and SB 830 brings Virginia into compliance with federal open container requirements making the set-aside of those funds no longer necessary.)
