"B.  The Department of Motor Vehicles is authorized to increase its maximum employment level by 60 positions for its enhanced truck weigh operations.  Such funding as may be needed for these positions and the enhanced services shall be provided by federal sources, the revenue estimated for DMV processing fees in SB 1097, and productivity and VRS savings from within the Department.  Of the 60 positions, 10 positions may be transferred to the Department of State Police to be funded from federal motor carrier funds.  Further, the Commissioner of the Department of Motor Vehicles shall work with the Commissioner of the Department of Transportation to determine the six-year operational needs and capital funding requirements for new or replacement weigh station facilities across the Commonwealth.  The Departments shall report by October 1, 2001 to the Chairmen of the Senate Finance and House Appropriations Committees on the determined six-year funding requirements."


Explanation
(This amendment provides the Department of Motor Vehicles with the authority to increase its maximum employment level by 60 positions for its enhanced truck weigh operations. The positions are to be funded from a combination of federal funds, the $2.9 million in process fees resulting from SB 1097, the $2.6 million in VRS savings, and productivity savings within the agency. The Department estimates that the enhanced truck weigh operations require $5.3 million in funding in FY 2002.)
