"2.  The Department shall require the following performance standards in implementing the Cornerstone Camp Kenbridge Juvenile Boot Camp Program: (a) 80 percent of the youth entering the program shall have either a high measured risk of reoffending (based on the Department's Risk of Reoffending Scale) or be at least two grade levels behind in reading, language skills, and math; (b) 70 percent of the recruits entering the residential phase of the program shall experience a full one grade improvement in at least two of the following three areas: reading, language skills, or math; (c) 95 percent of the recruits who enter the residential phase of the program shall successfully transition into the aftercare phase of the program; (d) 80 percent of the recruits who transition into aftercare shall successfully complete this component of the program (successful completion is defined as no arrests, juvenile intakes or pending state commitments during the aftercare phase); and (e) 70 percent of the recruits who enter the residential program shall have no arrests or juvenile intakes for 12 months following their scheduled transition to the aftercare program.  These performance standards shall be attained for recruits who enter the program in the time period beginning in January, 2001.  The Department shall provide a follow-up evaluation of this program to the Chairmen of the Senate Finance and House Appropriations Committees prior to the 2002 session of the General Assembly."


Explanation
(This amendment restores $4,900,000 the second year from the general fund for Camp Kenbridge, the intermediate sanction juvenile boot camp in Kenbridge, in Lunenburg County. The amendment also specifies performance standards to be achieved by the contractor.)
