Page 582, strike lines 12-27 and insert:
"a.  No expenditure shall be made from appropriations designated in this act as Executive Management Program (71300).  Each agency having such an appropriation shall present a plan prior to the beginning of the second fiscal year to the Director, Department of Planning and Budget, in accordance with instructions issued by him, whereby the full amount of the appropriation shall be redistributed to other appropriations of the agency.  However, Executive Management Program amounts shall not be moved from one agency to another.
b.  In the event that actual general fund revenue collections for the first year exceed the official estimate of general fund revenue for the first year, as shown in the second enactment of this act, the Governor may increase the general fund appropriation to any state agency, up to the amount designated for each agency in the Executive Management Program (71300) in this act, for the sole purpose of offsetting or partially offsetting the reductions contained in Program 71300.
c.  State agencies having revenue-producing strategies within their approved productivity savings plans, as required by Item 541 of this act, or associated with appropriation redistribution actions required by the Executive Management Program (71300), shall report quarterly to the Director, Department of Planning and Budget, on their progress toward meeting the required revenue collections.
d.  The Director shall report to the chairmen of the Senate Finance and House Appropriations Committees on redistribution of each agency's Executive Management Program (71300) after operating plans have been finalized, but no later than August 20, 2001.
