Page 354, after line 41, insert:
"K.  The Department of Social Services shall provide $75,000 the first year and $75,000 the second year from the general fund, and $150,000 the first year and $150,000 the second year from the federal TANF grant for services to children and families participating in the Healthy Start program in the City of Hampton."


Explanation
(This amendment adds language earmarking state and federal TANF funds for the Hampton Healthy Start program. The introduced budget substituted federal TANF funds for the general fund appropriations in this program. The restored state funding ($75,000 each year) provided by a companion amendment in Item 388.10 would enable the program to continue using state funds for matching other federal funds, thereby ensuring no reductions in services. Also, the program would be authorized to retain the increase in federal TANF funds proposed in the introduced budget. The companion amendment in Item 388.10 restores the appropriations, which would have been distributed as "management savings" to this program.)
