Explanation(This amendment prohibits "management savings" in the introduced budget to be applied in ways that would adversely affect agency services. Also, Medicaid coverage of substance abuse treatment and expanded eligibility for the elderly and disabled, approved by the 2000 General Assembly, would not be eliminated as proposed in the introduced budget.)
