Page 303, after line 7, insert:
"C.1.  As a condition of appropriation for this Item, the Department and the Board shall review the status of all the approved projects listed in Virginia's Drinking Water State Revolving Fund's annual intended use plans.
2.  The Department shall provide a report to the Chairmen of the Senate Finance and House Appropriations Committees by October 1, 2001, that identifies those projects with unclosed loans because such projects need additional financing or detailed engineering reports have not been done, or required lands or easements have not been secured.  Projects approved in the intended use plan for FY 2000 and FY 2001 shall not be included in the report.
3.  If the loans for the projects identified in the October 1, 2001, report remain unclosed by November 1, 2001, then the Department and the Board shall invoke the bypass procedure for these projects on the funded list.  Such funds shall be reallocated to a regional construction project in Planning District 1 for a water reservoir with capacity of 400 million gallons, to expand service to low- and moderate-income families.  Such project will meet public health criteria.
4.  No project subject to the bypass procedure shall be denied funding or lose priority when such project is ready to proceed."

(This amendment reallocates unused DWSRF moneys to a regional project designed to provide affordable and reliable drinking water to low- and moderate-income communities.)
