Explanation
(This amendment eliminates the authorization for 20-year debt against the Literary Fund and replaces it with authorization for the traditional Literary Fund Interest Rate Subsidy program. The first year reduction in authority for subsidy payments reflects actual participation in the Fall, 2000 subsidy sale. Through the use of Literary Fund Interest Rate Subsidies, there is no future year obligation of Literary Fund revenues.)
