Page 123, after line 26, insert:
"V.1.  The Board of Education shall collect and maintain teacher employment data from the various school divisions.
2.  The database created shall include school division-specific data identifying, among other things, teacher employment levels; teacher endorsements and qualifications, including positions filled by temporary teachers, teachers assigned outside their endorsement areas, and individuals with provisional and local eligibility licenses; and specific hiring needs and employment opportunities in the Commonwealth's school divisions.
3.  The Board shall coordinate with national and regional teacher employment data collection efforts.
4.  The State Council of Higher Education shall provide assistance in collecting the data, as requested by the Board of Education.
5.  Based on the data collected, the Board of Education shall project the need for teachers in specific disciplines and geographic areas of the Commonwealth and designate specific teacher shortages by discipline and geographic area.
6.  The Board of Education shall report their progress and findings to the Chairmen of the Senate Committees on Education and Health and Finance and the House Committees on Education and Appropriations by October 1, 2001."
