C.1.  The Department of Housing and Community Development is directed to conduct a study to identify appropriate state actions, incentives, and programs that will help stimulate new commercial, industrial and residential investment in the Commonwealth's older core cities and that will support and sustain active revitalization and redevelopment of these areas.  The Department is to consult with the Virginia First Cities Coalition, state and federal agencies, and other interested parties in the course of this study and report the study's findings and recommendations to the Governor, the Senate Finance Committee and the House Finance and Appropriations Committees by December 1, 2001.
2.  In preparing the study required under this Item, the Department shall cooperate with the Senate Finance Committee and the House Finance and House Appropriations Committees.  The Committees shall make periodic inquiries on the progress and content of the study.".

Explanation
(This amendment directs the Department of Housing and Community Development to identify programs and business incentives the state can use to increase and sustain commercial, industrial and residential investment in Virginia's older core cities. The study is due by December 1, 2001. The Senate Finance Committee and the House Committees on Finance and Appropriations are authorized to monitor the progress and content of the study.)
