(This amendment provides $8,600,000 from the general fund the second year for construction of a new water treatment plant for the James River Correctional Center, serving all of the adult and juvenile correctional centers in the area, the Goochland campus of the J. Sergeant Reynolds Community College, and the Goochland County Courthouse area.)
