"E. Included in this appropriation is $120,000 the second year from the general fund to waive the hospitalization co-payment for a state employee enrolled in the Key Advantage and Cost Alliance health insurance plans when the employee is having a baby at any teaching hospital in Virginia which has a residency program in family practice or obstetrics and gynecology.  The Department of Human Resource Management shall take the necessary actions to implement this provision."


Explanation
(This amendment provides $120,000 the second year from the general fund to enable the hospital co-payment required under Key Advantage and Cost Alliance health insurance plans when the baby of a state employee covered under such a plan is delivered at a teaching hospital with a residency program in family practice or obstetrics or gynecology. This will counter the declining number of deliveries occurring at Virginia's teaching hospitals which has a negative impact on the training of medical students. This is a recommendation of the Joint Commission on Health Care.)
